Budget Debate
February 2011 – Wendy reminds the Chamber of the 3 major budgetary promises of the last election that this Scottish Government did not achieve – introducing a local income tax, removing student debt and abolishing public private partnerships. Additionally there is ‘nothing in the pipeline’ to meet 3 major challenges ahead – financing Scottish higher education, investing in infrastructure and reforming public services. There is much still to do to create a far reaching Treasury/financial challenge capabillity in the Scottish Government.

It is thorough, examining the Westminster proposals to give more powers to Scotland with a critically forensic eye, and analytical. More important than the impressive committee work are the proposals it makes and the impact it will have on the debate over Scotland’s constitutional future.
