Factors Scheme Must be Backed by Legislation
Wednesday, 12th May 2010Wendy Alexander MSP today welcomed a consultation on a voluntary accreditation scheme for property managers but said we still need more than a voluntary scheme where the bad factor can still operate. Wendy demands a legally enforced scheme for factors not supporting the Scottish Government’s proposed voluntary one. The scheme needs to be underpinned by law to give consumers the peace of mind they need.
The Scottish Government’s consultation on the voluntary scheme was launched today. However, Wendy Alexander said that any scheme must be backed by law and confirmed that a Bill from party colleague Patricia Ferguson MSP will be introduced to the Parliament in the next month.
Ms. Alexander said:
“I know how big a problem a bad factor is here in Paisley.
“So, whilst I welcome today’s consultation, I believe that a voluntary scheme alone will not be robust enough to give people the assurance they both need and deserve.
“Patricia’s Bill would underpin any scheme and would ensure that standards on work and transparency on fees was achieved and standards of work covered by a legal framework to help tenants.
“Her Bill also provides for accessible mediation which can be invaluable to those in dispute with their factors.
“I urge people to respond to the consultation and to make it clear in their responses to the consultation that only legislation will make the system fairer for consumers.”
